Board of Directors

MSRS is governed by an 11 member Board of Directors that has a fiduciary responsibility to the members and beneficiaries of all MSRS plans, the taxpayers, and the State of Minnesota. 

  • one director is elected by the members of the State Patrol Plan

  • one director is elected by the members of the Correctional Plan

  • one director is elected by the retirees of all plans

  • one director is appointed by the Metropolitan Transit Council 

  • four directors are elected by the members of the General Employees Retirement Plan and Unclassified Retirement Plan

  • three directors are appointed by the Governor


Board Governance
Membership, election, and terms of the Board of Directors of the Minnesota State Retirement System, as well as the duties and powers of the Board are specified in Minnesota Statutes 352.03.

 

Board Responsibilities

  • Set policies

  • Hear disability and benefit appeals

  • Oversee the administration of all MSRS plans for state employees, as well as the Health Care Savings Plan (HCSP) and Minnesota Deferred Compensation Plan (MNDCP) for all public employees.

Board members do not receive compensation for their service to MSRS but may be eligible for reimbursement of necessary expenses incurred while serving on the Board.
