  2008 POST FUND LEGISLATIVE PROPOSAL
The Post Fund Committee, which consists of board members from the three statewide retirement systems (MSRS, TRA and PERA) will propose legislation during the 2008 Legislative Session to modify the current Post Fund adjustment structure. The proposal reacts to conditions of prolonged positive financial markets (Bull) and conditions of sustained declining financial markets (Bear).

OVERVIEW OF POST FUND PROPOSAL - Should the Post Fund Continue (Bull Market Scenario)
If the Post Fund continues, there are some proposed modifications to the current Post Fund adjustment structure, as summarized below:
  • Increases will be more inflation driven rather than investment driven.
  • The 5 percent cap on increases will remain.
  • A new feature called an "inflation equalizer" will be added to try to replace some lost purchasing power for more recent retirees.

OVERVIEW OF POST FUND PROPOSAL - Should the Post Fund Dissolve (Bear Market Scenario) If the Post Fund deficit worsens and certain triggers are met, the Post Fund will be dissolved. The Post Fund assets will be proportionately divided and transferred back to the applicable active fund for each retirement plan to create a new combined fund. Postretirement increases of a fixed 2.5 percent will be paid to retirees each year. The increases will be added to the base and compounded.

POST FUND SUBCOMMITTEE - JOINT BOARDS OF MSRS, PERA, AND TRA

On December 31, 2006, the three statewide retirement boards - Minnesota State Retirement System (MSRS), Public Employees Retirement Association (PERA), and Teachers Retirement Association (TRA) - met to review the Post Fund deficit problem.

A subcommittee of the three boards was assembled to study this issue and present recommendations to the three statewide retirement boards in the fall of 2007.
