   Plans Overview
  General Plan
The General Employees Retirement Plan (General Plan) is the largest retirement plan administered by MSRS. It covers most state employees, civil service employees of the University of Minnesota, and employees of the Metropolitan Council. Judges, public safety personnel, employees responsible for inmate care, elected officials, and certain unclassified state employees are covered by other plans administered by MSRS.

Correctional Plan
The Correctional Employees Retirement Plan covers correctional officers and other employees in the Departments of Corrections and Human Services who spend at least 75 percent of their employment directly responsible for inmate care. Membership in the plan is mandatory for the qualifying positions. Click here for a list of covered positions.

State Patrol Plan
The State Patrol Retirement Plan covers public safety officers who have the power of arrest from the State Patrol, Department of Natural Resources Enforcement Division, Bureau of Criminal Apprehension, Division of Alcohol and Gambling Enforcement, and the Fugitive Apprehension Unit of the Department of Corrections.

Unclassified Plan
The Unclassified Plan is a tax-deferred, defined contribution retirement plan. A defined contribution plan is a type of retirement plan that bases retirement benefits on the amounts contributed to the account by the employer and the employee, plus any investment earnings on the money in the account. When you withdraw the funds, both contributions and earnings are taxable.

Judges Plan
The Judges Retirement Plan covers all district court judges, appellate court judges, and the judges of the Minnesota Supreme Court.

Legislators Plan
Membership in the Legislators Plan is mandatory if you were first elected to the Minnesota Legislature before June 30, 1997. Legislators elected after that date are members of the Unclassified Plan.

Pilots Plan
The Transportation Department Pilots Plan (Pilots Plan) covers pilots and chief pilots employed by the Department of Transportation (DOT). The plan is established to meet the mandatory early retirement requirements of DOT pilots. The plan also provides additional disability coverage for pilots covered by this plan.

Fire Marshals Retirement Plan
The State Fire Marshals Retirement Plan covers employees of the State Fire Marshal's Division employed as deputy state fire marshal fire/arson investigators.

Health Care Savings Plan
MSRS also administers a Post Retirement Health Care Savings Plan. If your personnel policy or union contract mandates participation in this plan, dollar amounts set aside are tax-free both going into and when taken out of your account. Money set aside in this account is used to pay for medical expenses, health insurance, and premiums after your termination from state employment.

Deferred Compensation Plan
State and local government employees can participate in the Minnesota State Deferred Compensation Plan (MNDCP). This plan offers a tax-deferred savings plan that can help supplement your Social Security and MSRS retirement benefits.
