The General Employees Retirement Plan (General Plan) is the largest retirement plan administered by MSRS. It covers most state employees, civil service employees of the University of Minnesota, and employees of the Metropolitan Council. Judges, public safety personnel, employees responsible for inmate care, elected officials, and certain unclassified state employees are covered by other plans administered by MSRS.
Membership in the General Plan is mandatory. Generally, you need three years of service to be eligible for
monthly benefits. Terminated state employees can apply for a refund of their contributions, plus 6 percent
interest compounded annually if they don't qualify for monthly benefits or if they would prefer to take a
refund. Taking a refund forfeits all rights to monthly benefits, either now or at a future date.
Employees covered by the General Plan also contribute to Social Security. Monthly benefits from the plan
are paid in addition to Social Security benefits.
Both the employee and employer pension contribution rates will be gradually increased over the next four years.
See the chart below for the contribution rates.
